Sidewalk fenced in?

 

A fence was put up along Wilfrid Lavigne where the old Canadian Tire used to be. It seems there will be construction going on soon, but the problem is we cannot access the sidewalk anymore. What engineer planned that?  Who finalized that work order?  It just doesn’t make sense.
