Secrecy in Québec City?

 

I don't understand why our government in Québec City isn't advertising all the new laws and regulations they’re making. These are crucial notices, and there are plenty of them, which citizens must know about – but how?

I recently landed on this website:
http://sante.gouv.qc.ca/en/?gclid=CIW6ycW7v9ACFU5XDQodjDsOAA as I was doing research and saw a number of items that all of us should know about. What’s going on with such secrecy? Why aren’t the government’s media planners informing the population? Even the website is kept a secret! The National Assembly is passing new laws and regulations, but not telling citizens.
