Scooters on the streets

 

I had an encounter March 7 with a person driving a handicap scooter; the street is narrow, I slowed but this person suddenly swerved towards the middle of the road.  I stopped as he putted past me. as proud as can be. If my car would have slipped on snow/ice at the same time as he swerved towards the centre of the street, I would have hit him  My question:  Would I be liable for hitting this person?  

My second question:  Are these scooters required to have snow tires - the same as all other vehicles in Quebec?  They certainly should if they use our city streets.

Everyone who purchases a scooter should be required to pass a driving test because they drive on our streets.  I've seen many crossing and dodging cars across Main Street, not stopping at intersections, etc.  I've even seen a guy holding a beer while driving. Should he not be stopped for impaired?

And 500 feet after I encountered this scooter, when I arrived at a stop, a white SUV coming from the other direction, went right thru his stop, then stopped in front of me, shook his head and continued on.

Where are the police when you need them?
