There needs to be changes to property ownership, so that shelter is not an investment commodity. Property "management" corporations that are actually Highrise Ownership Corporations need to be restricted such that built-for-rental buildings have a variety of price points, and to be limited in size/scope: one apartment block should be enough for any "owner," and it would be completely reasonable to expect a high level of occupancy: no more empty buildings owned by foreign investors.
The current system is obscene, and drives the price of all housing, rented or owned, far past the budget limits of most people. Subsidies for renters are subsidies to property management corporations. Make housing publicly owned. Private land and buildings are expropriated regularly. Give them a time-frame within which to divest, then assign a value and expropriate. And not at the inflated current values that would simply reward their greed.
Most of all, individuals should not be allowed to own multiple homes, as investments.
