Gradual reopening of Quebec's primary schools and daycares
The Premier of Quebec, François Legault, unveiled his plan to gradually reopen Quebec's schools and daycares during his daily press briefing on April 27. This announcement was made because the situation in hospitals is now under control, and it was the most important condition to be met before we could think about reopening schools. Therefore, if and only if the current situation continues, all daycares and primary schools located in cold zones, i.e. outside the Montreal Metropolitan Community (MMC), will be reopened as of May 11. If the situation permits, thereafter, MMC daycares and elementary schools could reopen on May 19. Secondary schools, CEGEPs and universities will not reopen before September. In the meantime, these students will benefit from distance and virtual learning.
This is a gradual, cautious and voluntary return. It is important to specify that attendance in elementary school will not be mandatory, and parents who prefer to keep their children at home will not be penalized in any way. Assignments will be sent to students who stay at home. However, according to the Minister of Education, Jean-François Roberge, it would really be preferable for students with special needs or learning disabilities, or who were failing in the early semesters, to return to school if they do not have any particular health problem. Children who have chronic health problems, or whose parents have such problems, should stay home. Similarly, school staff who are over 60 years of age or who have health problems are asked not to return to work.
For the Government of Quebec, the gradual reopening of schools is not only possible thanks to the new recommendations of the Direction de la santé publique (DSP), it is necessary for social and pedagogical reasons. The Association des pédiatres du Québec has also recommended that preschool and primary school-aged children return to school.
There will be a maximum of 15 students per class and social distancing measures will be applied. Very strict health measures will also be put in place.
Parents who plan to return their children to school on May 11 must notify the school one week before the return to class so that they can be prepared to welcome the students properly.
Starting this week, by invitation only from the schools, parents will be able to pick up their child's personal belongings and teaching materials. Those who need it will also be able to borrow technological tools (tablets, computers).
The next two weeks will be devoted to coordinating school transportation, resolving logistical issues and preparing for the arrival of the students, in order to offer them a quality service in accordance with the recommendations of the DSP. [ Local Journalism Initiative ]
