Foul language in public is OK?

 

I am surprised each time I drive from Aylmer into the Pontiac on Highway 148.  Just inside the Gatineau city boundary is an old restaurant billboard, on a now non-viable restaurant, praising the recent truck convoy to Ottawa. That's fine, but the sign also contains in large print the F word in relation to the Prime Minister of Canada.   
    Are there not bylaws restricting obscene language in public?   Besides indicating the low level of intelligence of those now living there, does not a sign like this qualify as a public eyesore?  
    These citizens have had their say -- more opportunity that any other protestors to make a public statement! -- so, haven't we had enough?  Since the people responsible don't care about public order or civility, can't our city take steps to remove or cover this eyesore?  It makes us all look like idiots.
