Explain Bill 40, please! 

I understand that Bill 40 (to change the way school boards operate) is still under debate. Having sent three children through the English system, we were never impressed with the management of their educational process -- not the teachers, but the Board’s administrators. I have no idea what will replace it! The government has not released details and this allows its opponents,  mainly school board administrators, present or retired, to issue all sorts of dire warnings. This is exactly why we need a different arrangement, one taken out of the hands of people who are unaccountable to anyone but their superiors.  We need a clear, non-legalistic explanation. Soon, please!
