Duggan, a Conservative? 

I too was surprised to see Councillor Duggan announce his drive to win the Conservative Party nomination for Hull-Aylmer. My impression has always been that he has been a bit of a rebel and definitely on the side of progressive change. Why this move? Does he feel the NDP can’t win? I recall that it has been the Conservatives that can’t get a foothold here, with so many government employees.

Turmel lead the NDP to victory here, why couldn’t Duggan?  Elections are won on the ground in each riding, not by the national leaders!
