Dealing with bureacrats?

 

What I want to know is how candidates can really fulfil promises. I find that after so many elections, new councillors or even new mayors are faced with two prohibitive challenges: getting decisions to be carried out by the administration, and dealing with the so-called mess of the previous council. How can candidates say they will do anything of import when we keep hearing that they don’t actually carry any sway in the city due to these two main challenges?
